Trahir pour exister sur la scène internationale ? : La « politique de bascule » de Victor-Amédée II de Savoie (1690-1713)

Abstract : Reigning over an alpine duchy between two great powers, France and Spain, Victor Amadeus of Savoy aspires to exist on the international scene by risking himself in a tightrope walk policy, the « see-saw policy » which aims to move from one side to the other according to circumstances in order to create a fair balance and to rally the best party. From 1690 to 1713, during wars of the League of Augsburg and the Spanish Succession, he changed alliances four times, sometimes rallying his uncle Louis XIV, sometimes the opposing coalitions headed by Habsburgs and England. This article questions the notion of political betrayal in wartime by analyzing the speeches denouncing as justifying this act at first sight unacceptable. First, we come back to the geopolitical context of the three main reversals of alliances of a traitor duke whose states, mainly Nice and Savoy, were invaded by French troops. Then, we study the construction of Victor-Amadeus’ II speech which justifies little by little the « see-saw policy » like an essential practice to survive. Finally, we analyse speech(es) of the victims of the « see-saw policy » who denounce an unforgivable traitor through a whole propaganda. However, at the Congress of Utrecht (1713), Anne Stuart, Queen of Great Britain, offers the crown of Sicily to a duke who seemed forgiven. Without being rehabilitated, these betrayals persist in posterity but no longer seem to disturb within the Society of Princes.
